General Producer of the Big Asia TV channel Sergey Savushkin is talking to the Minister of the Government of Moscow, Head of the Department of Foreign Economic and International Relations of the City of Moscow Sergey Cheryomin.

- The VI World Congress of Compatriots took place in Moscow, which became a landmark event for our country.  You took the most direct part in the work of the Congress. Please tell us how your department works with compatriots.

- For the department, work with compatriots is one of the key functions, because Moscow is a unique region of the Russian Federation. This is perhaps the only subject where there is a separate law on support for compatriots abroad. And despite some budgetary constraints, economic priorities or difficulties, Moscow has fully retained the amount of funding for this program. Today it is about 250 million rubles.

This work is very important, the President of the Russian Federation spoke about this at the Congress. Particular attention was paid to the need to consolidate the Russian world, because today, unfortunately, all our compatriots are under pressure not only from the media, but sometimes they are subjected to real persecution for preserving the culture, language of Russia, for being committed to universal human values and humanitarian principles promoted by Russia in the international arena. There are many such examples. This is not only Ukraine, but also the countries of Western Europe, the United States of America and a number of other countries. But it seems to me that such pressure only hardens people who consider themselves real Russian compatriots. They are increasingly proud of the successes of the Russian Federation and are trying to show their self-identification to the whole world. Therefore, such events as congresses and various conferences are very important, and we try to pay great attention to this.

- Could you tell me, please, what, if any, tools does the department have for working with compatriots?

- There are several organizations , which allow us to communicate with compatriots and be a kind of interface for such interaction. First of all, this is the Moscow House of Compatriots, it is 15 years old. Of course, a small anniversary, but nonetheless. This is the Moscow Center for International Cooperation, which holds complex events of various kinds around the world, including, for example, the Days of Moscow, an integral part of which are conferences with our compatriots, and seminars to support the Russian language, where we invite the best teachers - for example, Pushkin Institute or pedagogical universities. And our foreign compatriots have the opportunity at these seminars to get the most modern, most innovative solutions in the methodology of education, to get acquainted with the newly published literature, textbooks.

- This is probably very important for young people .

- You are absolutely right, it is very important for young people, for the younger generation. By the way, internship courses for teachers of preschool children's institutions have also become very popular, because, as a rule, we encounter a situation where there are a sufficient number of schools abroad where Russian is taught as the main foreign language, or maybe a second, third language, or there are Sunday schools. schools at parishes of the Russian Orthodox Church.

Many of our fellow citizens who left for border, are acutely in need of training their children from a very young age, so that they learn to speak their native language at two, three, four years old, understand Russian culture, and perceive Russian literature. And so we have recently been trying to create qualified personnel who could work in preschool institutions abroad.

- From the local population?

- And what are the statistics? Is this need increasing year by year?

Unfortunately, we do not have specific statistics, but the fact that interest in the Russian language is constantly growing is an indisputable fact. For example, in Asian countries, this trend is most clearly observed. We recently held Days of Moscow in China. And many not only compatriots, but also people directly from China, and especially young people, turned to us with a request to help create Russian language courses in Chinese universities, because the number of people who want to study Russian significantly exceeds the capabilities of Chinese universities, and most importantly, there are not enough teachers.

- A separate concern of your department is assistance to the Russian Orthodox Church . You started talking about China, I just know that there is a need for help there, and I think that not only in China. 

- As a rule, such a need exists, to unfortunately everywhere. Both last year and this year we actively continued to implement the program of assistance to the parishes of the Russian Orthodox Church. We organized the delivery of literature, equipment for Sunday school classes, computers and a significant amount of church utensils, which are necessary for the organization of ministry processes. Moreover, the geography of our assistance is so wide that when you tell the townsfolk about it, they do not believe it. But we were in the parishes of the Russian Orthodox Church in Lima, in China, in Japan, in European countries, in America. Therefore, I believe that such interaction with the Russian Orthodox Church, which is the spiritual inspirer of many of our compatriots, is also the most important part of our policy to support the Russian world.

- But the Church, of course, especially abroad, is a part of Russian culture, it becomes a kind of center of attraction not only for believers.

- It's true, these are original centers of culture, history, where you can communicate. And I, for example, see that in recent years the number of parishioners in our churches has been growing, while in European countries, on the contrary, you can often find empty Catholic churches. For example, I am very pleased with this trend that people are returning to spiritual origins.

- God forbid! Sergey Evgenievich, tell us about the Houses of Moscow in foreign countries. After all, this is a unique institution, because, in my opinion, no cities other than Moscow have their own Houses.

- As far as I know, only the capital of Russia has such a wide network of representative offices of cultural centers , and today the Houses of Moscow exist mainly in the countries of the former CIS and far abroad. These are our Houses in the Baltic States, in Riga, our House in Vilnius is under construction, this is the House of Moscow in Sofia, the Houses of Moscow in Minsk, Yerevan, Sukhumi, Bishkek. And this is a very serious help in order to interact with compatriots, because numerous seminars, conferences are held at their sites, we organize concerts, holidays for children.

you can come with any questions. I believe that at one time the right decision was made to organize them, and they organically complement those Russian cultural centers that exist in these countries. We interact within the framework of the Houses of Moscow with the Ministry of Foreign Affairs of the Russian Federation, with Rossotrudnichestvo, with other interested departments, so I have no doubt that they will continue to carry out their noble mission of supporting our compatriots and promoting Russian culture and strengthening Russia's humanitarian influence abroad.

- Days of Moscow abroad is always a kind of holiday. In addition to conferences, in addition to important discussions, important assistance, you also try to arrange holidays for people, bring interesting teams, and this is always a sensation, the halls are always full. 

- Days of Moscow, As a rule, these are such large-scale events, and they were held in many countries of the world: these are the countries of Latin America, Europe, Asia, and neighboring countries. As a rule, we primarily focus, of course, on what we are trying to tell about Moscow's achievements, how the city is developing today, what its strategy is for the coming decades, about successes, including in the economic sphere. In addition to economic conferences, of course, we always use this opportunity to talk about the achievements of Moscow culture and open exhibitions. As a rule, we have competitions of our sports teams.

Basically, we try to focus on youth teams, interesting football, volleyball matches, water polo, chess tournaments have recently become extremely popular, because Moscow and Russia are recognized leaders in this sport. The gala concerts of the best Moscow bands that performed at the most famous world venues are in great demand: these are our famous Gzhel ensembles, this is the famous Turetsky choir, the outstanding Moscow Virtuosi Orchestra, the Schnittke Chamber Orchestra, Music Viva and many, many other groups performing classical or popular music, as well as jazz orchestras by Igor Butman, Vadim Eilenkrig, these are famous singers from the Helikon Opera, the Bolshoi Theater, and other famous Moscow groups. I believe that such holidays are extremely necessary in order to maintain in compatriots the feeling that the motherland is next to them, it is always ready to lend a helping hand, and Moscow, of course, plays a paramount role in this.

- As the President of our country said, Russians do not abandon their own.

- Yes, I hope that the truth speaks through his lips.

- In short, what is the Russian world for you and who is your compatriot?

- In general, the question is rather complicated, but I think that a compatriot is one who who shares the cultural values of the Russian world, who cherishes Russian history, who strives, even while living abroad, to be useful to his homeland, who does not hesitate to teach his children the Russian language and give them an idea of the masterpieces of Russian culture. These are the people who are engaged in public diplomacy without being officially employed either in the Ministry of Foreign Affairs or in Rossotrudnichestvo. This is a kind of impulse of the soul and the desire to be involved in history, in the fate of a great country. Therefore, compatriots are all those who love Russia in their souls and are trying to instill this love in the younger generation. I'll give you one example -  this is our famous Pushkin Competition, which has been held since 2000 in partnership with Rossiyskaya Gazeta and the Russkiy Mir Foundation.

During the entire existence of the competition, we have had more than 5 thousand different laureates. This is the well-known Pushkin competition, which brings together teachers of the Russian language and Russian specialists from all over the world, they participate in writing essays, and then we and Rossiyskaya Gazeta hold a competition among teachers. So, for the entire time of its existence, more than 5 thousand teachers participated in the competition, 900 of them became winners of the competition and were able to come to Moscow. As a rule, we invite 50 laureates every year; on the Day of the City, they participate in all solemn events, in festive processions, they can visit concerts, museums. The awarding of these laureates is so reverent!.. Many of them read poetry, sing romances.

- Are there young people there?

- Yes , including youth. This is precisely what unites the people who are called the Russian world. We will continue this tradition, and not only within the framework of the Pushkin Competition, we will continue the tradition of granting scholarships from the Mayor of Moscow. Over the years, it has allowed several thousand Russian-speaking students to get an education. Today, 200 students receive it - also a kind of help in popularizing not only the Russian language, but also culture, and the opportunity to give people a chance to join this great Russian world.
