Dina Kiyashevna Akpanbayeva, Deputy Director of the Industrial Policy Department of the Eurasian Economic Commission, told the participants of the International Media School "MedIATsia" about the current state and support for the development of the electric transport industry in the EAEU member states.

– What was the impetus for the development of electric transport in the countries of the Eurasian Economic Union?

- An interesting fact - historically, the first electric cars appeared earlier than cars with an internal combustion engine. So, the first electric car was created in Europe at the end of the 19th century.


Today, electric transport is the key to improving the ecology of megacities. When we learned that European countries were planning to switch to electric transport in the near future, we realized that we also need to develop this industry within the framework of the Eurasian Union.


Demand creates supply, so the main concept of the development plan was the intention to stimulate not only the electric vehicle manufacturer, but also the consumer.


Thus, the "Action Plan to Encourage the Production and Use of Wheeled Vehicles with Electric Motors in the Member States of the Eurasian Economic Union for 2018-2020" was adopted.


We continue to promote the import of products from this industry: reduce costs, introduce duty-free import.


– What positive results do we observe from the implementation of EEC plans?

– Several years of fruitful work allowed us to take the following progressive steps:


1.   ;   The Republic of Armenia adopted a law on VAT exemption for importers of vehicles with an electric motor;


2.     In the Republic of Belarus, the emphasis was placed on an extensive network of filling stations for electric vehicles, the number of which is increasing every year. A law was passed to encourage the use of electric vehicles. Also, the government of Belarus allocated 1 million euros to provide loans for the purchase of these products both legal entities and individuals.


3.     In Kazakhstan, in large cities, the number of filling stations was also significantly increased, and electric buses were purchased.


4.     The Russian Federation has prepared a conceptual apparatus for the field of electric transport, made changes to the rules of traffic rules. For Moscow and St. Petersburg, a large number of electric buses were purchased with service for 15 years, and filling stations were also installed.


5.     In Kyrgyzstan, significant purchases and changes were not observed.


- What are the future plans of the Commission in the development of the industry?


< p> – EEC expanded the plan for 5 years. The Commission has developed a certain line on the green economy, which is reflected in the EAEU countries.


 Kazakhstan has focused on power plants that do not cause significant harm to the environment - they are easy to use, they turn off in traffic jams, are resistant to the harsh climatic features of the republic, their hybrid batteries are easier to recycle.


In addition, colleagues from Belarus and the Russian Federation are conducting a series of studies to develop a composite material that could transform the entire global field of electric vehicles.


According to experts, a new type of battery system would increase the range of fueled electric vehicles up to 1000 km, while today this figure is 100 km. It is also planned to reduce the charging time to 8 minutes.


It is also necessary to commission hydrocarbon fibers. A plant for the production of hydrocarbon fiber is starting to operate on the territory of the Russian Federation, which can produce up to 2,000 tons of it per year.


In accordance with our plan, it is necessary to establish more preferential taxation, provide start-ups with preferential loans, reduce the rate of import customs duty not only for finished goods, but also for production components .


Among the areas of consumer support, tax incentives can be noted: the abolition of the payment of transport tax and recycling fee, non-tax incentives: free parking spaces equipped with chargers, the provision of free travel on toll roads .


However, any specific decision on the adoption of certain measures remains with the state.


As another innovation, we see the idea of moving to smart yards so that electric vehicle owners can charge their cars in their yard.


- What is the potential of the electric transport market in the EAEU countries?


- When we started working with the plan, about 2.5 thousand electric vehicles were used in the EAEU space, now - about 5 thousand.


Of course, the leader in the use of electric vehicles is the Russian Federation, followed by Belarus and Kazakhstan. Also, our countries are rapidly moving towards the development of the manufacturing industry. So, Armenia and Belarus already at this stage have samples of their own electric transport.


The electric car is very convenient to use, silent, does not require large expenses in operation. It is a clean and safe mode of transport.
