The All-Russian population census in hard-to-reach regions begins on October 1.


The All-Russian population census starts in remote and hard-to-reach regions on 1 October. For most of the country, the census will take place from 1 to April 30, 2021. This was reported to the portal “The Future of Russia. National Projects”, which is operated by TASS, in the media office of the All-Russian Population Census.


“The All-Russian population census will take place from 1 to 30 April, 2021. But in a number of regions, the census will start earlier. In the Republic of Tyva, Tomsk Oblast and YNAO, it will start on October 1, 2020, when residents of remote and hard-to-reach areas will be enrolled, , says the message of the media office.


The earlier start of the census activities is due to a number of reasons.


“Firstly, these are territories that are difficult to reach in principle, for example, remote areas of Chukotka. Secondly, these are the areas where the majority of reindeer herders live, the nomadic population. Thirdly, these are areas with a large area and a small number of inhabitants. Examples & nbsp; - the same & nbsp; Chukotka and & nbsp; Yakutia. Communications, both transport and informational, are very difficult here. As a result, it is simply impossible to conduct a census in these regions within a short time    explained the director of the Institute of Regional Problems Dmitry Zhuravlev.


Efficiency at minimum cost


As noted in the  media office , to visit a remote area, census takers sometimes need to organize a separate expedition, attract aviation, all-terrain vehicles, boats, and sometimes deer or dogs. In some cases, the enumerator travels around his site on a bicycle or skis, and often a guide may also be required - someone from the locals who knows the roads and trails well.


“What time to conduct a census is determined by climatic, transport and social conditions. Somewhere it is better earlier, so that there is enough time and comfortable weather conditions (summer, early autumn), and somewhere later, late autumn, when the nomads return from the tundra or the winter path is established. And & nbsp; in & nbsp; it is better to conduct a census in the summer & nbsp; - it’s easier to get there in the summer. The main thing is that the census could be carried out better and more efficiently, and it would be good to also minimize costs,” said Dmitry Zhuravlev.


According to Elena Egorova, Head of the Laboratory of Quantitative Methods for Researching Regional Development of the Plekhanov Plekhanov Russian University of Economics, great importance in conducting a census in  hard-to-reach territories and preparation of a census taker.


“The scribe should be physically more prepared, enduring, and inspire confidence. [He is expected] by a difficult road, rarefied air in the mountains, pedestrian crossings. In the most strict monasteries, sketes, settlements of indigenous peoples, the census taker is someone who maintains contact with the authorities or a person trusted by the community. In  settlements relatively large by the standards of that area, local authorities help census takers by arranging a gathering, a celebratory event or even a car shop arrival in the settlement on a certain day, where residents will come with pleasure, and census takers will be able to collect data,   ; she noted.


How census data can help


as Elena Egorova noted, northern regions, regions of Siberia and the Far East, the North Caucasus are now classified as hard-to-reach territories - in total in 26 regions of Russia.


“And although, according to the previous census, administrative and expert data, a little more than half a million people live in these territories, but among them most of all are representatives of the small nationalities. And if the the the nbsp;of the the of-the-nbsp; living conditions, only a population census can give a more accurate picture,” she added.


According to her on only on the basis of census data it is possible to plan programs to support small peoples, and also the importation of medicines, food and development of transport and  ; communications.


“Population data is very important for the development of the medical field. Different age groups require their own doctors. A education. For the educational sphere - often children from settlements live in boarding schools. In order to preserve the native language and culture of a particular people, it is already necessary to introduce lessons in schools. To do this, you need to know the number of children. And there are many such examples, - the expert explained.
