Li Zhanshu paid an official friendly visit to Russia

Chairman of the Standing Committee of the National People's Congress (NPC) China's Li Zhanshu, on the initiative of the Chairman of the State Duma of the Russian Federation Vyacheslav Volodin, paid an official friendly visit to Russia from September 7 to 10. 

During the visit, he met with Russian President Vladimir Putin in Vladivostok, held talks separately with State Duma Speaker Vyacheslav Volodin and Speaker of the Federation Council of the Russian Federation Valentina Matvienko in Moscow, and also held a meeting with the leaders of the State Duma factions.

During the meeting with Vladimir Putin, Li Zhanshu first of all conveyed to him cordial greetings and best wishes from Chinese President Xi Jinping. He noted that under the strategic leadership and personal efforts of President Xi Jinping and President Vladimir Putin, the Sino-Russian relations of comprehensive partnership and strategic cooperation in the new era demonstrate a powerful dynamic of development. The two countries have reached new heights in political mutual trust, strategic coordination and business cooperation, becoming a model of good-neighborly friendship and mutually beneficial cooperation between major powers and neighbors, he stressed.

Li Zhanshu said that both China and Russia are going through key historical periods of development and recovery, their cooperation has huge potential and broad prospects. China is ready, together with Russia, to continue to resolutely support each other on issues concerning the main interests and concerns of each side, to implement the Global Development Initiative and the Global Security Initiative put forward by President Xi Jinping, as well as to transform high-level political mutual trust into the results of business cooperation, he assured.

"I am confident that under the leadership of President Xi Jinping and President Vladimir Putin, Sino-Russian relations, entering a new era, will continue to reach new heights. China and Russia will certainly achieve the great goal of their national revival, moving along the path of development corresponding to their own national conditions," Li Zhanshu said. He also congratulated the Russian side on the successful holding of the 7th Eastern Economic Forum and informed about the upcoming 20th Congress of the Communist Party of China (CPC).

Vladimir Putin, in turn, asked Li Zhanshu to convey his best wishes to President Xi Jinping. He noted that the Russian-Chinese relations of comprehensive partnership and strategic cooperation in the new era are of special and important importance, and Russia is satisfied with the relations between the two countries and the results of their cooperation in various fields. Even in the conditions of the COVID-19 pandemic, bilateral trade shows positive dynamics of development, and it will move towards higher goals, the head of the Russian state said, adding that strengthening exchanges between the legislative bodies of Russia and China will play a positive role in promoting the development of bilateral relations. He also wished success to the 20th CPC Congress.

During separate talks with Vyacheslav Volodin and Valentina Matvienko, Li Zhanshu said that an important task of cooperation between the legislative bodies of China and Russia is to promote the implementation of the important consensus reached by the heads of the two states, as well as providing legal guarantees for the healthy and stable development of bilateral relations. The NPC is ready to continue to deepen exchanges and cooperation with the State Duma and the Federation Council, fully play the role of a platform for regular exchanges, maintain a favorable trend of high-level exchanges and promote mutual exchanges between friendly groups and special committees. The NPC is ready to create favorable conditions for business cooperation by adopting laws and ratifying treaties and agreements. The NPC is ready to strengthen the exchange of legislative experience in the field of public administration and in the areas of countering interference, sanctions and "long-arm jurisdiction". Li Zhanshu thanked Russia for its firm support of China in the Taiwan issue. Both Vyacheslav Volodin and Valentina Matvienko again criticized Nancy Pelosi's visit to the Taiwan region of China, saying that Russia firmly adheres to the "one China" policy and is ready to deepen cooperation with it on the basis of mutual respect, equality and mutual benefit.

Vyacheslav Volodin stated that it is necessary to improve the quality of cooperation between the Russian and Chinese legislative bodies, look for new forms, enriching the content of cooperation, and jointly implement the important consensus of the heads of state of the two countries in order to contribute to the development of relations between Russia and China.

Valentina Matvienko congratulated the Communist Party of China on the great achievements of the Chinese people under its leadership, noting that the in-depth development of Russian-Chinese relations gave the legislative bodies a new mission. The parties should actively promote cooperation in politics, economics and trade, finance, youth exchanges, regional cooperation and humanitarian exchanges.

At a meeting with the leaders of the State Duma factions, Li Zhanshu said that the unanimous and active support of all factions for strengthening friendly cooperation with China fully demonstrates that the development of Sino-Russian relations of comprehensive partnership and strategic interaction in the new era is a broad consensus of all Russian parties and social strata. The Chinese side is ready to maintain close contacts and exchanges with all Russian political parties, as well as strengthen the foundation of Sino-Russian friendship and business cooperation. The leaders of the State Duma factions expressed their readiness to strengthen inter-party exchanges between Russia and China and to make tireless efforts to deepen the development of Russian-Chinese relations for the benefit of the two countries and their peoples.

During his stay in Moscow, Li Zhanshu laid a wreath at the Grave of the Unknown Soldier at the Kremlin Wall and visited the museum-reserve "Lenin Hills".
