The presidential envoy to the Far Eastern Federal District drew attention to the issue of gasification of the region

The volume of gasification needs to be doubled in the regions of the Far Eastern Federal District (FEFD), and it is also necessary to provide an opportunity to implement large processing projects. This was stated by Deputy Prime Minister - Presidential Envoy to the Far Eastern Federal District Yury Trutnev at a meeting of Prime Minister Mikhail Mishustin with members of the government commission for the Far East.

“Today, the level of gasification of the Far Eastern Federal District is almost three times lower than the Russian average. Of course, there are such reasons as huge distances, low population density. Nevertheless, the task is to double the volume of gasification, to provide an opportunity for the implementation of large processing projects, to provide gas for the population," the press service of the plenipotentiary's office quotes Trutnev as saying.

Gasification of remote regions, the press service added, is possible on the basis of liquefied natural gas, since it is convenient for transportation over long distances. Pilot projects can be implemented on the territory of the Republic of Buryatia and the Trans-Baikal Territory.

“It is necessary to bring gas to every household and to every new investment project, because the Far East itself is one of the largest in the world gas producing areas. This potential must be used to increase the level of gasification of the Far East," the press service quotes the words of the Minister for the Development of the Far East and the Arctic, Alexei Chekunkov.

The press service of the apparatus noted that the meeting also considered the implementation of the instructions given by the Prime Minister following the results of the trip to the Far East in August last year . Yuri Trutnev stressed that many of the instructions had already been fulfilled. As an example, he cited the necessary amount of funding that will appear for the construction of the Kamchatka Regional Hospital, "which has been talked about for a long time and which people have been waiting for more than ten years." A law has been adopted that allows maintaining reduced tariffs for electricity for industrial consumers in the Far Eastern Federal District, from 2022 state support will be provided for the creation of greenhouse complexes in the Far East, investors will be reimbursed 20% of the costs, which will increase the region's self-sufficiency in agricultural products.

Particular attention was paid to assignments that were not completed within the set time frame. Among them transferring the Magadan Region to the use of hydraulic structures located in the seaports of the Far Eastern Basin and Eastern Arctic and fixed FGUP "Natsrybresurs", bringing all indicators for national projects in the Far East to levels above the average Russian , the submission to the State Duma of draft laws regulating the issues of salvage and disposal of sunken ships, the adoption of which will increase the responsibility of the owners of sunken ships, will create conditions for clearing water areas.

Far Eastern concession

The meeting also considered the so-called Far Eastern confession, a new mechanism for building infrastructure. As Mikhail Mishustin explained, its goal is to attract a significant amount of extra-budgetary funds within three years for the construction of infrastructural and socially significant facilities, roads, ports, waste disposal facilities.

The Ministry for the Development of the Russian Far East proposes to structure the implementation of complex concession projects in the one-stop-shop format from the moment of conceptual approval to issuance of a government order on conclusion of a concession agreement, and  further to & nbsp; its full implementation. At the moment, criteria for selecting regional concession projects are being worked out, for which the government decides to provide subsidies to regional budgets beyond the approved limits of budget obligations.

It is assumed, added in the press service, that the authority to conclude concession agreements in respect of objects necessary for the development of investment projects in territories of preferential regimes will be at Ministry of Development of the Far East.
