Roscongress Summed Up the Eastern Economic Forum 2021



The VI Eastern Economic Forum took place on September 2-4 in Vladivostok. The slogan of the Forum is “New Opportunities for the Far East in a Changing World”.
“We held the VI Eastern Economic Forum in conditions when it was necessary to comply with restrictions due to the corona virus infection, this affected the number of participants. But at the same time, the Forum was still attended by many countries represented by heads of government bodies and business representatives. We reported to the President of Russia on the results of our work and talked about our plans for the next period. Vladimir Vladimirovich supported many of our proposals and gave instructions for further work in order to develop the Far East. We will continue to work so that investments from Russian and foreign companies come to the Far East. We will try to create new opportunities, securing the status of a technology testing ground for the Far East.
On the whole, the development of the Far East is a highly profitable process. We reported at the Forum that subsidies to the Far East have already paid off: we have invested 80 billion rubles, and the budget received taxes, taking into account preferences from organizations, in the amount of 123 billion rubles. That is, the budget has already received a direct benefit from the development of the Far East. This work needs to be continued and expanded. It is necessary to think more about creating conditions for investing in the construction of new enterprises, the development of industries,” said Deputy Prime Minister of the Russian Federation - Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District Yuri Trutnev.
Among the innovations of the EEF-2021, the Deputy Prime Minister noted the format of the meeting between the head of state and moderators. “The format of the meeting with the moderators Vladimir Vladimirovich Putin was assessed as one of the most successful of what we brought to his attention at the forum. It seems to me that we have made a small step forward in terms of the efficiency of the Forum. Those proposals that business representatives and experts within their industries consider the most important were submitted for consideration by the President,” he said.
“The Eastern Economic Forum once again demonstrated its relevance among officials, the business community and experts from Russia and Asia-Pacific countries. The forum brought together more than 4,000 participants, including more than 400 heads of companies, and journalists from 58 countries, the most representative were delegations from the Republic of Korea, Japan, India, China and Kazakhstan. A rich business program was prepared, which included more than 100 events on the most pressing issues of the global and regional agenda. More than 900 speakers and moderators took part in the discussions. A record number of agreements were signed on the sidelines of the Forum - 380 agreements worth 3.6 trillion rubles. This testifies to the practical effectiveness and role of the Forum as one of the tools for the development of the Far East,” said Adviser to the President of Russia, Executive Secretary of the WEF Organizing Committee Anton Kobyakov.
Business program
The Forum hosted over 100 events dedicated to the most pressing topics of the international and regional agenda, including panel discussions, round tables, and business dialogues.
All discussions took place within four blocks:

The key event of the VI Eastern Economic Forum is a plenary session with the participation of the President of the Russian Federation Vladimir Putin. The event was attended by the President of the Republic of Kazakhstan Kassym-Jomart Tokayev and the President of Mongolia Ukhnagiin Khurelsukh.
Video greetings were sent by the President of the People's Republic of China Xi Jinping, Prime Minister of the Republic of India Narendra Modi and Prime Minister of the Kingdom of Thailand Prayut Chan-Ocha.
The discussion was moderated by the TV presenter of the State TV Company “TV channel “Russia” Sergey Brilev.

Youth EEF
For the first time in the business program of the Forum as a separate track "Youth WEF" was allocated. A total of 20 events were held. The sessions were attended by young Far Eastern entrepreneurs, managers and business owners, participants and finalists of the projects of the presidential platform "Russia - a Land of Opportunities", participants and finalists of the All-Russian competitions for schoolchildren "Big Change" and for students "Your move", public opinion leaders and representatives creative industries, as well as government and non-profit organizations.
On September 2–3, participants attended panel sessions of the main business program of the EEF-2021, and on September 4, they acted as speakers and participants in the discussions of the Youth EEF. In particular, issues such as the values of young Far East residents, existing obstacles for young entrepreneurs, the education system, the impact of social networks, the future of the financial market, copyright, attracting investments, involving young people in the development of the urban environment, career guidance, the Great Eurasian Partnership, youth cooperation were discussed. with other countries, adaptation of the tourism industry and other issues.

International and foreign companies, organizations, ministries and departments signed 24 documents - 9 with China, 6 with Japan, 3 with Kazakhstan, one with Austria, Vietnam , Canada, Serbia, South Korea, Ethiopia.
Five agreements were signed in the presence of the President of Russia Vladimir Putin:
The Prime Minister of Kazakhstan Askar Mamin and the head of Sberbank German Gref signed a Memorandum of Cooperation in the implementation of digital transformation projects in the Republic of Kazakhstan, the transition to a digitalization platform model and the concept of Data Driven Government.
· The Ministry for the Development of the Russian Far East, VTB, VEB.RF Corporation and the ESN group of companies signed an Agreement of intent to build methanol-powered ships at Russian shipyards.
· The Udokan Copper Company, the Ministry for the Development of the Russian Far East and the government of the Trans-Baikal Territory signed an Agreement of Intent to implement the second phase of the Udokan copper deposit development project. The company's investments in the construction of the second stage of the MMC Udokan will amount to about 289 billion rubles.
· The Ministry for the Development of the Far East, the Khabarovsk Territory and the VEB.RF Corporation signed an Agreement on the establishment of the Far Eastern Children's Recreation and Recreation Center in the Khabarovsk Territory. Several residential buildings will be built, as well as sports, administrative, educational and recreational blocks. The project is scheduled to be completed in 2024.
· VEB.RF Corporation, Corporation for the Development of the Far East and the Arctic, and Fish Corporation Managing Company LLC signed an Agreement on the implementation of an investment project for the integrated development of fish logistics in Russia.
In the presence of the Deputy Prime Minister of the Russian Federation - Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District Yuri Trutnev, three agreements were signed, including: p>
· JSC "Corporation for the Development of the Far East and the Arctic" and the company "Primorsky Metallurgical Plant" entered into an investment agreement on the construction of a metallurgical plant in the territory of advanced development "Bolshoi Kamen" in the Primorsky Territory to produce 1.5 million tons of wide-format plate steel per year and 250 thousand tons of steel. tons per year of large diameter pipes. The main consumer of flat products will be the only large-capacity shipyard Zvezda in Russia, which is also a resident of the Bolshoy Kamen ASEZ.
· An agreement on the construction of an amusement park and a world-class golf club with a developed infrastructure in Vladivostok was concluded between the Corporation for the Development of the Far East and the Arctic, the Corporation for the Development of the Primorsky Territory, the Primorsky Territory Investment Agency and the Vostok Resorts company. The total investment will amount to 23.5 billion rubles.
· The Memorandum on the establishment of the Voskhod Technological Investment Fund was signed by the Russian Ministry for the Development of the Russian Far East and INTERROS Holding Company. High-tech projects in such areas as green technologies, environmental monitoring and security, renewable energy sources, digital technologies and industry 4.0, biotechnology and medicine, and educational technologies will be considered as priority areas for the Fund's activities.

· Amur-Minerals LLC and Gazprombank JSC signed a syndicated loan agreement for financing AmurMinerals LLC. The volume of investments is 195 billion rubles.
· PJSC Sberbank, Gazprombank and the Russian Copper Company Group signed a syndicated loan agreement in the amount of 195 billion rubles to finance the group's project to develop the Malmyzhskoye copper deposit in the Khabarovsk Territory.
· VEB.RF, Primorsky Krai, the Russian Ministry for the Development of the Russian Far East, Corporation for the Development of the Far East and the Arctic and JSC Port Infrastructure Development Center signed an agreement on cooperation for the implementation of a large-scale port project. The total cargo turnover of the new port will be over 70 million tons. The estimated total investment in the project to create a port is estimated at 180 billion rubles.
· JSC "Corporation for the Development of the Far East and the Arctic" and "Primorsky Metallurgical Plant" signed an Agreement on the establishment of production in the territory of advanced development "Bolshoi Kamen", investing 158 billion rubles.
· FSUE Atomflot and JSC Atomenergomash signed a contract for the supply of a modernized floating power unit worth more than 100 billion rubles.
· GC "Stroytransgaz" and "Kitaystroy" signed an agreement for 20 billion rubles. for the construction of a new cultural center in Vladivostok.
Cultural program
Far East Street is one from the key events of the WEF cultural program. On the embankment of Ajax Bay, all 11 regions of the Far East presented their potential and achievements in the field of economy, culture and tourism. Three federal ministries also presented their expositions at the exhibition: the Ministry of Sports of Russia, the Ministry of Industry and Trade of Russia, the Ministry of the Russian Federation for the Development of the Far East and the Arctic.
On the embankment of Ajax Bay, planting of a public garden of relict plants of the Far East took place. The exposition consisted of four paintings by such landscape painters as Canaletto, Francesco Guardi, Michele Marieschiand Hendrik Frans van Lint. The works on display are among the most significant in the collection of the Venetian painting.

The central sporting event of the EEF-2021 was the Jigoro Kano International Judo Tournament under the patronage of Russian President Vladimir Putin. The traditional tournament was held in a new format - a match between the junior teams of Russia and the world, which was made up of the winners and prize-winners of the 2019 World Championship from Germany, Hungary, France, Turkey, the Netherlands and Tajikistan. The Russian team became the winner of the competition.
For the second time, under the auspices of the WEF, a stage of the World Curling Series among mixed doubles was held. The tournament in Vladivostok opened the international Olympic season in this discipline.
The Russian Surfing Championship was also held as part of the sports program. In Vladivostok, the best of the best in Russia were determined in the disciplines of "long board" and SUP (board with a paddle).
In the pavilion of the Ministry of Sports of Russia at the exhibition "Street of the Far East" tournaments were held to pass the TRP standards.

EEF-2021 provided for exhibitions in several formats.
The exposition of the Ministry of the Russian Federation for the Development of the Far East and the Arctic spoke about the results of the new economic policy in the macroregion, presented key sectors of the economy, investment opportunities, activities and tasks of development institutions , as well as ongoing and promising investment projects, mechanisms for the operation of preferential regimes (territories of priority development and the free port of Vladivostok).

The photo exhibition “Best Available Technologies”, prepared by the Ural Mining and Metallurgical Company, reflected the activities of Vostochny Port JSC, the largest specialized terminal in Russia with high-tech coal transshipment from various Russian producers, a modern logistics infrastructure facility.

Within the exhibition space of the EEF-2021 a number of thematic zones were organized, including the Space of Trust, a unique platform that brings together four projects of the Roscongress Foundation: the Creative Business Forum, the Innovation Territory, the Healthy Society Project, and the Innosocium Laboratory.
