The Ecological Council of the Eurasian Peoples' Assembly took part in the work of the Chamber of Commerce and Industry of the Russian Federation

On July 10, 2020, a joint meeting of the RF CCI Committee on Nature Management and Ecology and the Environmental Council of the Eurasian Peoples’ Assembly was held on the topic “National legislation for regulating greenhouse gas emissions and creating a carbon market. State, problems and prospects”.

At present, there are prerequisites for the use of the EU "carbon footprint" to introduce new conditions and restrictions on the work of exporters in the European market. In March 2020, the Carbon border adjustment mechanism (CBA) roadmap was published, according to which a new program is being prepared to introduce payments for cross-border carbon leaks, with the transfer of the financial burden to exporters of products with more carbon-intensive goods. This will directly affect not only the largest exporting manufacturers supplying their goods to the EU markets, but also the entire chain of their suppliers, which will require a global review of both the external and internal economic strategies of the Eurasian countries. It is necessary to develop national response strategies and develop tools to support exporters, develop amendments to the current legislation regarding the regulation of greenhouse gas emissions and the transition to the creation of a full-fledged carbon market, hold consultations with economic partners within the framework of the international associations of the EAEU, SCO and BRICS to form a joint balanced position for negotiations with the EU. For a comprehensive consideration of the issue, representatives of the Ministry of Economic Development of Russia, the Ministry of Energy of Russia, the Ministry of Natural Resources of Russia, the Ministry of Foreign Affairs of Russia, the Eurasian Development Bank, relevant committees of the Federation Council and the State Duma, the Eurasian Peoples' Assembly, large industrial exporting enterprises and independent experts were invited to the meeting. The meeting was held at the Chamber of Commerce and Industry of the Russian Federation with the connection of individual participants in the format of a videoconference.
