As part of the partner of the Eurasian Peoples' Assembly, the Association "Russian House of International Scientific and Technical Cooperation" (RD ISTC), a new structure, the International Center for Export and Import (ICEI), has been launched since June 1.

The results of the work of domestic international organizations abroad are disappointing. The concept of “soft power”, which put the humanitarian and theoretical approach at the forefront, has shown its inconsistency. Now it is important to realize that soft power is scientific and industrial cooperation, solving complex scientific and technical problems, mutually beneficial trade and crossing of economies, and the creation of new jobs. It can be put into practice using the Russian experience and developments in the partner countries. Orienting them to the exchange of technologies and goods, linking their inhabitants and our economy through scientific and educational programs, creating joint production and investment projects, we will be able to ensure that the population of the partner countries will strive to learn the Russian language and understand our culture, which, in turn, will increase our weight as a major player in the global market, - notes Dmitry Protasovsky, General Director of the RD ISTC Association.

From year to year, Russian high-tech companies, small and medium-sized businesses when entering foreign markets are forced to overcome many barriers. Their number is constantly growing, and the coronavirus pandemic threatens to completely destroy the supply chains and distribution networks that have been formed over the years. The collapse on the external economic perimeter will be a serious blow to business inside Russia.

However, there is an answer to every challenge. Over the years of its existence, the specialists of the Russian House of International Scientific and Technical Cooperation have created a knowledge base and competencies that allow finding solutions to problems of any level of complexity. The Association has been functioning as a non-state institution for a long time, interacting with foreign partners in the field of international scientific and technical cooperation, and now it is time to use this experience for the common good.

Since June 1, as part of the Russian House of International Scientific and Technical Cooperation, its work International Export and Import Center (ICEI). It will be headed by Igor Nikolayevich Zhuk, who previously held leading positions in Soglasie, Rosgosstrakh, the Bank of Russia and the Russian Export Center (REC).

The emergence of the International Export and Import Center is necessary for a smooth revision of approaches to international agenda. The spirit of the times is such that in this period of reassessment of values, it is time to take a fresh look at the tools of work that Russia uses with partner countries. It is necessary to rethink the very concept of "soft power" to move to an applied and rational scientific, technical and economic approach.

- We are moving into a post-pandemic period. Along with risks, it also brings opportunities. The activities of the Russian House for International Scientific and Technical Cooperation are consonant with the Presidential Decree “On National Goals and Strategic Objectives for the Development of the Russian Federation until 2024”. Thus, the formation of a center of competence to provide export-import support and promotion of Russian organizations and enterprises is a timely decision, - said President of the Association "RD ISTC" Viktor Ivanov.

Main goals and objectives ICER - assistance and provision of a full range of services to Russian export-oriented enterprises and foreign businesses, including high-tech companies in the organization of export-import activities. The ICER has several directions. In particular, in the area of responsibility of the international division - services for the conduct of export and import activities. The regional subdivision is responsible for working with exporters and importers in the regions, the development and training subdivision is responsible for improving the skills of employees of enterprises in various aspects of export activities, such as logistics, customs clearance and customer experience quality management.

- ICER is being created, as a tool to support Russian enterprises and promote Russian export-oriented goods and technologies. Its task is to combine and consolidate existing resources. The activities of our organization will spread to the whole world, including countries that are members of the EAEU, SCO, BRICS, ASEAN, APEC and the EU. To ensure uninterrupted scientific and technical cooperation, we use the infrastructure and business channels of the Russian House of International Scientific and Technical Cooperation Association. The emphasis in the work of the ICSER will be placed on the support and development of exporters, - explained the head of the ICSER Igor Zhuk.
